Belarusian regulatory authority has conducted 12 technical videoconferences in the frame of activities of ENSREG Peer Review of the National Action Plan following the results of stress-tests of the Belarusian NPP

In connection with the cancellation of a one-day technical visit to the Belarusian NPP on December 17 in the frame of ENSREG Peer Review regarding the National Action Plan following the results of stress-tests of the Belarusian NPP, Gosatomnadzor explains the following.

Belarusian side announced its voluntary decision to conduct the peer review in July 2020 at the EU Eastern Partnership summit.

The document that defines the modalities and conduction of the activities and other administrative aspects is the Practical Arrangements on the peer review of Belarus National Action Plan, agreed by the Belarusian and European sides.

From the Belarusian side the responsible for cooperation in this area is Gosatomnadzor. From the European side the responsible is ENSREG, which has established the Peer Review Board and the Peer Review Team.

Gosatomnadzor held 12 videoconferences on the administrative and thematic aspects of the Peer Review activities, including 6 consultations with the experts.

The Belarusian side prepared and sent to ENSREG answers to 245 questions to the National Action Plan following the results of the stress tests of the Belarusian NPP.

Both sides agreed a full-time ENSREG visit to Belarus from 13 to 22 December 2020 for 1.5 weeks for 13 experts and reflected it in the Practical Arrangements. The Belarusian side has ensured all necessary permits for NPP visiting by these 13 experts.

Unfortunately, at the last moment we were informed in a due course that the experts could not come due to the epidemiological situation. The Belarusian side reacted to this with understanding and agreed to a one-day technical visit to the Belarusian NPP on December 16–18, proposed by European partners, so that ENSREG experts could personally verify the presence and functioning of equipment, systems and safety components. Taking into account the difficult epidemiological conditions, including ours, all the necessary permits were promptly obtained, including the exemption of the Peer Review Team from providing negative COVID tests and self-isolation when passing the State Border of the Republic of Belarus. The Ministry for Emergency Situations of the Republic of Belarus, the Ministry of Health of the Republic of Belarus, the State Border Committee of the Republic of Belarus in record time completed all the necessary documents to provide the Peer Review Team with a “green corridor”.

As the commentary of the Ministry of Energy of the Republic of Belarus noted, the Belarusian NPP has prepared all that was necessary for comfortable working conditions of ENSREG delegation.

The team of Gosatomnadzor, chaired by the Head of the Department, on Tuesday, December 15 left for the Belarusian NPP to make sure that all the requests from the European side to organize a one-day technical visit were fulfilled. That has been confirmed.

Gosatomnadzor confirms the commitment of the Belarusian side to voluntary obligations in the peer review conduction and counts on constructive interaction with ENSREG on the basis of agreements between both sides.
