International projects and programmes

Gosatomnadzor in cooperation with foreign and international organizations is implementing or participating in the implementation in the international technical assistance projects to improve the regulatory system for nuclear and radiation safety of the Republic of Belarus and its components.

IAEA international technical assistance projects

Gosatomnadzor constantly interacts with the International Atomic Energy Agency (IAEA) regarding the development and subsequent implementation of a series of successive multicomponent national projects of international technical assistance, which are formed based on the actual needs of the Belarusian regulatory body in the field of nuclear and radiation safety.

The project BY3.01 / 16 “Support and assistance in developing the potential of the Belarusian regulatory authority in the field of nuclear and radiation safety”, which was approved by the Resolution of the Council of Ministers of the Republic of Belarus of September 26, 2017 No. 700, registered with the Ministry of Economy of the Republic of Belarus of September 26, 2018 No. 2/18/000923, is currently being implemented. The term of its implementation is 4 years.
Project objectives include:

  • improvement of supervisory activities in the field of nuclear and radiation safety;

  • improving the development of an integrated management system of the regulatory body in the field of nuclear and radiation safety, including the development of a safety culture and preparation for its self-assessment;

  • improving the development and application of new regulatory approaches to the use of ionizing radiation sources;

  • development of the competence of Belarusian specialists in informing the public about the results of supervisory activities at nuclear facilities;

  • promoting the development of effective technical support of the regulatory body (including the State Scientific Technical Institution "Center for Nuclear and Radiation Safety" of the Ministry of Emergency Situations of the Republic of Belarus);

  • improving the process of licensing the operation of nuclear power plant;

  • facilitating the implementation of the proposals and recommendations of the IRRS mission of 2016, considered during the post-mission of the IRRS. 

Beyond that, Gosatomnadzor participates in the implementation of national projects of international technical assistance by the IAEA inplementedby other ministries, as well as in regional projects focused on addressing common issues and challenges facing the states of the European region.

Project cooperation with the IAEA is not limited to receiving assistance. At the request of the IAEA, regional seminars, scientific visits and other events are held in the Republic of Belarus, during which the Belarusian regulatory authority transmits to representatives of other countries its experience in the development of safety infrastructure in the context of the first country nuclear energy program.

Projects and programmes of international technical assistance of the European Union

Gosatomnadzor implements long-term large-scale project cooperation with the European Union represented by the European Commission. Its framework is the European Commission's Instrument for Nuclear Safety Cooperation (INSC).

The practical implementation of cooperation is carried out through the development and implementation of consistent multicomponent projects of international technical assistance, which are formed on the basis of the actual needs of the Belarusian regulator and are complementary to the projects of the IAEA. The tasks and activities of existing European Union projects include:

  • support of regulatory activities in the field of nuclear and radiation safety related to the licensing of the Belarusian NPP, including through the work of the mission of European experts in Minsk;

  • assistance in the development of a system of technical support for the regulatory body and the expansion of technical expertise;

  • training of Belarusian experts in modern methods of conducting expert assessments in the field of the use of atomic energy, including the use of accident analysis codes;

  • assistance in developing a strategy for the management of radioactive waste and spent fuel in the Republic of Belarus;

  • assistance in improving emergency response activities;

  • delivery of a mobile radiation monitoring laboratory to the Republic of Belarus for the needs of the regulatory body in the field of nuclear and radiation safety, training in monitoring the radiological situation using mobile equipment.

Beyond that, Gosatomnadzor participates in the implementation of the regional program of the European Union “Training and internships for experts of regulatory bodies and technical support organizations in order to develop or strengthen their regulatory capacity” (T&T).
