Priorities of the RCF support to the Republic of Belarus were discussed during the meeting with the management of the Forum in Gosatomnadzor

Last week, the delegation of the Regulatory Cooperation Forum (RCF), which included RCF Chairman, Deputy Director General of the French Regulatory Authority for Nuclear and Radiation Safety ASN Jean-Luc Lachaume and IAEA Senior Security Officer Stuart Magruder visited the Republic of Belarus. During the working meeting in Gosatomnadzor, the issues of developing the regulatory infrastructure in the Republic of Belarus in the context of the implementation of the first nuclear power program, directions and priorities of the RCF support to the Belarusian regulatory body were discussed.

Regulatory Cooperation Forum was established in 2010 in response to the request of the IAEA member countries to create a platform for coordination of assistance in building regulatory infrastructures on the part of the countries with advanced nuclear power to the states planning or starting their nuclear programs. RCF unites 26 countries. Belarus joined the Forum in 2012 and is one of the recipient countries, along with Vietnam, Jordan, Poland, the Republic of Ghana and Morocco. In 2014, the RCF Work Plan for the Republic of Belarus was formed and is being implemented.

Within the framework of the working meeting, the Belarusian side informed the RCF delegation about the progress in the development of the nuclear regulatory infrastructure in the Republic of Belarus, including the results of the IAEA mission on the integrated assessment of regulatory infrastructure in October 2016. The representatives of the Forum described the current activities of the RCF on strengthening coordination support in development of regulatory infrastructure in the Republic of Belarus. The sides discussed issues of improving the effectiveness of topical support and cooperation provided to Gosatomnadzor, identified forward-looking activities to update the RCF Action Plan for the Republic of Belarus in 2017, and approaches to assessing the activities of the Forum.

Along with the working discussion on the issues of interaction in Gosatomnadzor, the visit program of the delegation included a visit to the construction site of the Belarusian NPP in Ostrovets. Representatives of RCF got acquainted with the work of the Gosatomnadzor’s department, which provides the supervision of NPP construction on a permanent basis, progress in the construction of the nuclear power plant, the activities of the Training Center with a full-scale simulator and the Information Center of the Belarusian NPP.
