The results of the activity of the department in the first half of 2017 were summed up, targets for the near and distant future were set up at the meeting of the Board of Gosatomnadzor

On August 10, 2017 a meeting of the Board of the Department for Nuclear and Radiation Safety of the Ministry of Emergency Situations of the Republic of Belarus was held, during which the results of the Gosatomnadzor's activity for the first half of 2017 were summed up, operational (for the second half of 2017) and long-term tasks, documents that determine strategy of Gosatomnadzor regarding to the supervision of facilities that use atomic energy and sources of ionizing radiation have been approved.
The Board analyzed the results and issues presented by the Deputy Head of Gosatomnadzor Grigory Astashko and the heads of structural units:

  • supervision of facilities using atomic energy, including the construction of the Belarusian NPP, equipment acceptance and manufacture;
  • supervision of sources of ionizing radiation;
  • creation of a technical support system for the regulatory authority;
  • emergency preparedness and response;
  • safety when handling radioactive waste and spent nuclear materials;
  • development of the integrated control system of Gosatomnadzor in accordance with IAEA standards;
  • international cooperation and implementation of country commitments in the field of nuclear and radiation safety;
  • stress-tests of the Belarusian NPP.

Separately, with the participation of representatives of the management of the State Enterprise «Belarusian NPP», the issue of measures to observe special

 conditions for the license issued to the enterprise for the right to build power units No. 1 and No. 2 was considered. This issue is of particular relevance in the context of carrying out a set of preparatory measures for licensing the operation of Unit 1 of the Belarusian NPP. Agreements have been reached on priority measures to ensure the unconditional implementation of action plans to fulfill the conditions for the validity of licenses. An important tool for achieving the quality of their implementation is a new form of interaction between the regulatory body and the management and specialists of RUE «Belarusian NPP», which is weekly specialized meetings.

The Board determined the following priorities for the upcoming year:

  • organization of licensing of the operation of Unit 1 of the Belarusian NPP, including the organization of examination of documents justifying safety;
  • supervising of the construction of the Belarusian NPP, taking into account the updated Strategy for Supervision of Nuclear Facilities;
  • implementation of a set of measures to establish a system of scientific and technical support on nuclear and radiation safety of the national regulatory body;
  • National Report on the results of the targeted review of safety (stress-tests) of the Belarusian NPP preparation;
  • preparation of the Sixth National Report of the Republic of Belarus on the implementation of the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management;
  • creation of an informational and analytical center in Gosatomnadzor for the implementation of the responsibilities of the regulatory authority to ensure the assessment, analysis and forecasting of the technological state of the Belarusian NPP.
