Policy of the Department of Nuclear and Radiation Safety of the Ministry for Emergency Situations of the Republic of Belarus
The Department of Nuclear and Radiation Safety of the Ministry for Emergency Situations of the Republic of Belarus (Gosatomnadzor) is aware of its responsibility in exercising the functions of state regulation and control over the implementation of legislation in the field of nuclear and radiation safety.
In the field of the use of atomic energy and ionizing radiation sources, Gosatomnadzor, in accordance with the established procedure, carries out state supervision, legal regulation, safety assessment, licensing (permitting) activities, and participates in ensuring emergency preparedness and informing related parties.
Gosatomnadzor assumes the following obligations:
- to serve to protect the population and the environment from the harmful effects of ionizing radiation;
- to act in the interests of society in strict accordance with the legislation of the Republic of Belarus and the obligations assumed by the Republic of Belarus within the framework of international obligations;
- to ensure in its activities the use of an integrated approach to regulation in the field of nuclear and radiation safety, to guarantee the sustainability of the implementation of the functions of state regulation, ensuring their effectiveness and efficiency on a systematic basis;
- to make independent, objective, and evidence-based decisions, taking into account the priority of safety;
- to provide continuous improvement of the integrated management system of Gosatomnadzor based on its systematic assessment;
- to inform the public openly and transparently on nuclear and radiation safety issues;
- to improve the professional competence of Gosatomnadzor employees and specialists of the system of scientific and technical support organizations;
- to promote and to encourage the involvement of all employees of Gosatomnadzor in the formation of an atmosphere of openness when discussing safety issues;
- to set the pattern of developing and maintaining a high level of safety culture.
The success of the declared policy should be considered as its adoption, sustainment, and implementation by every employee of Gosatomnadzor.
