A permit was issued for the right to load the active zone of the reactor No. 1 of the Belarusian NPP

On 6 August 2020, the Board of the Ministry for Emergency Situations of the Republic of Belarus adopted a positive decision on introducing additions to the license of the State Enterprise “Belarusian NPP” for the right to work in the field of the use of nuclear energy, which allows to implement the first loading of the reactor’s active zone of the power unit No. 1 of the Belarusian NPP.

This decision is based on the conclusion of Gosatomnadzor, which, in accordance with the legislation, considered safety review of documents justifying safety and conducted a targeted inspection of the NPP readiness for the declared activities.

Gosatomnadzor supervises the implementation of licensing terms and requirements by licensee, including special license conditions, as part of oversight activities: permanent supervision (24/7), as well as targeted inspections. The results of supervision are analyzed before making decisions on the issuance of permits to the State Enterprise “Belarusian NPP”, along with other documents.

As previously announced, in accordance with the resolution of the Ministry for Emergency Situations of the Republic of Belarus that came into force dated July 30, 2020 No.32, the regulatory authority will issue permissions step by step for the following staged of unit No.1 commissioning:

the first loading of active zone;

tests in a subcritical conditions of the reactor unit;

performing physics experiments at a minimally controlled level;

energy start-up;

trial operation

taking into account readiness of the Belarusian NPP.

After the completion of all these stages, issuing a license for the operation of power unit No. 1 will be considered. The license should be issued before the start of the work of the State Commission for the Acceptance into Operation of the Facility. In accordance with the current schedules and previously announced information, start of the Belarusian NPP power unit No. 1 operation is expected in the 1st quarter of 2021.

Gosatomnadzor emphasizes that before issuing a license for the operation of power unit No. 1 of the Belarusian NPP in accordance with the current legislation (Decree of the President of the Republic of Belarus dated February 18, 2019 No. 70 and Resolution of the Council of Ministers of the Republic of Belarus dated April 24, 2019 No. 258) public hearings will be held. The purpose of the hearings is to inform public on the process and results of the safety review and assessment of the applicant's compliance with licensing requirements and conditions done by Gosatomnadzor as part of the preparation of the Ministry for Emergency Situations' decision on issuing a license to operate power unit 1 of the Belarusian NPP.
