The Preliminary Report of the Peer Review of the National Action Plan following the results of the stress tests of the Belarusian NPP was considered and approved at the ENSREG plenary meeting

From March 3 to 4, 2021, Gosatomnadzor took part in a plenary meeting of the European Nuclear Safety Regulators Group (ENSREG) as an observer. At the meeting there were discussed topical issues of nuclear safety regulation, including the ENSREG Preliminary Report of the Peer Review of the National Action Plan following the results of the stress tests of the Belarusian NPP. The event was held in the video conference mode.

ENSREG is an independent expert advisory group created in 2007 by the decision of the European Commission. It is composed of high-level officials from national regulatory authorities for nuclear safety, radioactive waste safety and radiation protection, as well as those from the Member States of the European Union with expertise in these areas, and representatives of the European Commission. Belarus represented by Gosatomnadzor was invited to ENSREG as an observer in 2018. 

Among the issues that were presented and discussed during the meeting there are the following: information on the activities of the ENSREG working groups, ENSREG work program for 2021–2023, conducting topical peer reviews. 

Consideration of the Preliminary Report of the Peer Review of the National Action Plan following the results of the stress tests of the Belarusian NPP was one of the key issues of this plenary meeting. 

Stress tests of the Belarusian NPP were carried out in 2016–2018. Taking into account their results, a corresponding National Action Plan was formed. In 2020 Belarus expressed its readiness to conduct an ENSREG Peer Review in relation to the National Action Plan. ENSREG has established a group of 11 Peer Review experts,  leaded by the Head of the Finnish Radiation and Nuclear Safety Authority (STUK) Petteri Tiippana. A number of Peer Review activities have already taken place, including a technical visit to the Belarusian NPP by ENSREG experts from February 9 to 10, 2021. Following the visit and previous events, European experts prepared a Preliminary Report of the Peer Review, which was reviewed and approved at the ENSREG plenary meeting. This document, as well as the corresponding Statement of the Chairperson of ENSREG Ms. Marta Ziakova, are published on the ENSREG website. In the future, it is planned to conduct an ENSREG mission to Belarus for 1.5 weeks. Its terms will be determined additionally taking into account the improvement of the epidemiological situation. Upon completion of this mission, the final version of the ENSREG Report of the Peer Review of the National Plan will be prepared, a joint press release by Gosatomnadzor and ENSREG will be issued, and the presentation of the ENSREG Report to the mass media and the public will be organized.
