A permit for the right to perform physical experiments at low power at Unit No. 1 Belarusian NPP was issued

On 8 August 2020, the Board of the Ministry for Emergency Situations of the Republic of Belarus took a positive decision on introducing ammendments to the license of the State Enterprise “Belarusian NPP” for the right to work in the field of the use of nuclear energy and ionizing radiation sources, which allows starting the transition to the minimum controlled power level and carrying out physical experiments at the low power level on the reactor of Unit No. 1.

In addition, the State Enterprise “Belarusian NPP” received the right to carry out work on the management of operational radioactive waste.

This decision is based on the conclusion of Gosatomnadzor, which, in accordance with the legislation, considered safety review results and conducted a targeted inspection of the Belarusian NPP readiness to carry out the declared activities.

According to the current edition of the Norms and Rules for ensuring nuclear and radiation safety «Basic Safety Rules for NPPs» (BSR) the commissioning of a power unit is related to the NPP construction and is defined as “the process during which the systems and equipment of the NPP (NPP unit) begin to function, as well as their compliance with the NPP project and readiness for operation are checked”. Commissioning of a power unit is divided into stages: pre-commissioning works, physical start-up, energy start-up, trial operation”.

According to paragraph 5 BSR the first loading of active zone, tests in a subcritical conditions of the reactor unit, performing physical experiments at a minimally controlled level, energy start-up and trial operation are allowed after the assessment of readiness of the Belarusian NPP to the relevant stages of commissioning and obtaining special permits (licenses) issued by the republican governmental body that regulates activities in the area of atomic power and radiation sources use. Gosatomnadzor emphasizes that before issuing a license for the operation of power unit No.1 of the Belarusian NPP in accordance with the current legislation (Decree of the President of the Republic of Belarus dated February 18, 2019
No. 70 and Resolution of the Council of Ministers of the Republic of Belarus dated April 24, 2019 No. 258) public hearings will be held. The purpose of the hearings is to inform public on the process and results of the safety review and assessment of the applicant's compliance with licensing requirements and conditions done by Gosatomnadzor as part of the preparation of the Ministry for Emergency Situations' decision on issuing a license to operate Unit No.1 of the Belarusian NPP.
