Regulatory authorities in the field of nuclear and radiation safety of Belarus and Slovenia signed a Memorandum of Understanding

On November 8, 2018 in Schaffhausen (Switzerland) at the site of the autumn plenary meeting of the Western European Nuclear Regulators' Association (WENRA) a Memorandum of Understanding between the Ministry for Emergency Situations of the Republic of Belarus and the Administration of Nuclear Safety of the Republic of Slovenia on the exchange of information on the provision of nuclear and radiation safety was concluded. On the Belarusian side the document was signed by the Head of the Department for Nuclear and Radiation Safety of the Ministry for Emergency Situations Ms. Olga Lugovskaya, from the Slovenian side by the Head of the Administration for Nuclear Safety Mr. Andrei Stritar.

The memorandum provides for the cooperation of the parties and the exchange of experience in the following areas:

  • regulation in the field of nuclear and radiation safety, including with respect to radioactive materials, detection and safety of orphan radioactive sources, radiation monitoring, control of radioactive materials of natural origin and enriched radioactive materials, radioactive waste management;

  • supervision of nuclear and radiation safety of nuclear facilities at the stage of placement, construction, commissioning, operation and decommissioning;

  • licensing and authorizing activities in the field of atomic energy and ionizing radiation sources;

  • emergency preparedness and response;

  • ensuring security during transportation, transit and movement of radioactive materials and radioactive waste;

  • preparation and confirmation of the necessary professional qualifications of personnel for carrying out activities in the field of atomic energy use;

  • information and communication activities of the regulatory body, as well as the exchange of information related to legislative regulation in the field of nuclear and radiation safety.

 The signing of the Memorandum continues the successive steps of the MES / Gosatomnadzor to organize the use of international cooperation tools (both already installed and new ones) on a systematic basis to improve the system of nuclear and radiation safety in the Republic of Belarus and its individual components.

Comprehensive international cooperation carried out by the Republic of Belarus on nuclear and radiation safety issues, including on a bilateral basis, was recognized as the “area of good performance” at the 7th review meeting of the Contracting Parties to the Convention on Nuclear Safety in March-April 2017.
