The experience of Belarus in creating a system of technical support of the regulatory authority in the field of nuclear and radiation safety is presented at the International Conference of the IAEA
In accordance with the approaches of the IAEA, the presence of an expert community with a wide range of competences in the field of nuclear and radiation safety and related fields is considered as an integral attribute of the regulatory infrastructure using nuclear power engineering.
In the Republic of Belarus, the formation of such a community continues. In 2016, with the advisory support of European experts, the transition was initiated from the only organization of technical support (State Scientific Institution “Joint Institute for Energy and Nuclear Research - Sosny” of the National Academy of Sciences of Belarus), which has been providing expert support to the regulatory body since 2012, to a system of 16 organizations. In 2017, the work on the creation of the TSO system was continued and developed. By the Decree of the President of the Republic of Belarus of October 5, 2017 No. 361, the State Scientific Technical Institution “Center for Nuclear and Radiation Safety” of the Ministry of Emergency Situations of the Republic of Belarus was established, which is authorized to coordinate scientific and technical support in this area. At the same time, a specially selected expert community is being formed from among the organizations of the TSO system that receive admissions for the right to conduct safety expertise in the field of atomic energy use and in the use of ionizing radiation sources.
Thus, there is a consolidation of the resources available in our country and potential based on the existing scientific and technical base, and their rational use is organized to solve expert tasks related to the regulation of nuclear and radiation safety.
The experience, approaches and solutions used in our country in terms of the development of the infrastructure for regulating nuclear and radiation safety and its components are increasingly in demand and are of interest to other states, both with developed nuclear energy, and a newcomer countries, as well as international organizations, including International Atomic Energy Agency.
