At the end of May 2019 the IAEA mission will evaluate the State System of Accounting and Control of Nuclear Materials of Belarus

On January 22-24, 2019 a preparation meeting for the mission of the IAEA Advisory Service on the State Systems of Accounting for and Control of Nuclear Material mission (ISSAS) was held in Gosatomnadzor. Representatives of the IAEA headed by an expert group leader of the upcoming ISSAS mission Vladimir Cisar and representatives of the Belarusian regulatory authority in the area of nuclear and radiation safety, other government authorities and organizations, discussed the administrative and thematic aspects of preparation and conduction of the mission. According to the results of the discussion, the ISSAS mission is scheduled for May 27-31, 2019.

The mission of the IAEA Advisory Service on the State Systems of Accounting for and Control of Nuclear Material mission (ISSAS) is carried out at the request of the host country.

Objectives and tasks of the ISSAS mission:

  • asses the legal framework and regulatory, administrative and technical issues of the accounting and control system for nuclear materials, both at the state level and at the organization level;
  • evaluate the effectiveness of these systems in the framework of the implementation of the guarantees [of the relevant agreement on the application of safeguards in connection with the Nuclear Non-Proliferation Treaty] by a member state;

  • identify areas in which the effectiveness of further cooperation with the IAEA on accounting and control of nuclear materials or the effectiveness of safeguards can be enhanced;

  • advise on how to rectify or address any deficiencies identified.

Working with the ISSAS mission, Belarus continues the consistent practice of inviting international IAEA review missions to the country to improve its nuclear and radiation safety system and its components based on modern international safety standards in the context of the first nuclear energy program development. Earlier, the Integrated Regulatory Review Service (IRRS) took place in October 2016, as well as the Emergency Preparedness and Response (EPREV) Service in October 2018.
