The results of participation of the representatives of Gosatomnadzor in the 61st IAEA General Conference

Last week 61st IAEA General Conference took place in Vienna. The Belarusian delegation consisted of Gosatomnadzor representatives and was headed by the Head of the Department Ms. Olga Lugovskaya. There was held a number of meetings with delegations of foreign countries and international organizations to develop bilateral and multilateral cooperation in the field of nuclear and radiation safety.

Topical issues of practical realization of cooperation with the delegations of Hungary, Russia, and countries of Northern Europe (Norway, Finland, Sweden)in the field of nuclear and radiation safety were discussed in a bilateral format; agreement was reached on bilateral cooperation formalization with the regulatory authoritiy of Slovenia in the field of nuclear and radiation safety.

Working meetings in the IAEA’s DepartmentofSafeguards and The Department of Energy as well as with the Deputy Director General Juan Carlos Lentijo were of the vital importance. During the last one the following topics were discussed:

the significance of the IAEA review missions for Republic of Belarus, including in the context of the outcomes of the Integrated Regulatory Review Service mission of 2016 and the EPREV mission scheduled for March 2018;

command post exercises on responding to radiation accidents in Belarus on October 18-19 and the participation of the IAEA in them as an observer;

cooperation between Belarus and the IAEA in general to achieve a high level of nuclear safety during the construction of the Belarusian NPP.

In addition, the working meetings of the representatives of Gosatomnadzor and the European Commission were held on the margins of the General Conference. The sides discussed the implementation of the current cooperation projects and preparation of a new long-term technical project aimed at assisting the Belarusian regulatory body in the field of nuclear and radiation safety. The beginning of the realization of the new project is scheduled for the year 2018 after finishing the necessary administrative procedures on both sides. According to the previously agreed technical terms of reference, experts from Bulgaria, Hungary, Germany, Lithuania, France, Sweden and Ukraine will participate in the project, consult the Belarusian specialists and share the European experience in the following fields:

assistance in the regulation of nuclear and radiation safety of nuclear facilities;

assistance in developing the capacity of the regulatory body and its technical support system in the implementation of technical expertise;

assistance in development of emergency preparedness and response capabilities;

assistance in the development of the regulation of the safe management of radioactive waste and spent nuclear fuel.
